Subject: Video on social media channels from the Office of the European Union Representative (West Bank and Gaza Strip, UNRWA) about the #InspiredByHer campaign on the occasion of International Women’s Day 2021           

On International Women’s Day 2021, the Office of the European Union Representative (West Bank and Gaza Strip, UNRWA) shared on its social media channels a video presenting Dr Laila Ghannam, Palestinian Governor of Ramallah and El-Bireh, as a source of inspiration for female leadership(1).

The video formed part of the #InspiredByHer campaign. Dr Ghannam has publicly praised Palestinian terrorists on multiple occasions. As an example, she has labelled Dalal Mughrabi, responsible for the 1978 ‘Coastal Road Massacre’ that killed 37 Israeli civilians, a martyr. Dr Ghannam has also on several occasions publicly expressed her condolences to the families of terrorists killed, rather than those of their victims.

1. Is the High Representative aware that the EU has publicly shown its support for Dr Laila Ghannam?

2. Does he believe it to be appropriate for the EU to put administrators who glorify terrorists on a pedestal, whatever their leadership qualities?

3. What action will he take to prevent such inappropriate expressions of support in future?
