Subject: Occupation of higher management posts in the Commission

15% of higher management posts in the Commission are currently unoccupied, as the President and her Head of Cabinet intend to make the final decision on these themselves. As a result, there are dozens of directors, for example, fulfilling the function of substitute director-general, which is, effectively, to monitor their own function.

When will the Commission return to its practice – successfully pursued for decades – of promoting staff to top administrative posts?

Or can it imagine forgoing a higher, overpaid level of management in the less-important Directorates-General such as Climate Action, Social Affairs, Communication, Development Aid, Fisheries, Statistics, Translation, etc., on a permanent basis?
