to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy
Rule 138

Subject: Murder of Italian volunteer Nadia De Munari in Nuevo Chimbote, Peru

On 24 April 2021, Italian lay missionary Nadia De Munari was killed with a machete while she was sleeping in her room at Mamma Mia reception centre. She had been running the centre, in the dangerous Nuevo Chimbote slum in Peru, where thousands of people live in extreme poverty, for the NGO Operation Mato Grosso and had been caring for poor children there. Another 350 Italian volunteers are working on the mission and now fear for their lives: there is a strong suspicion that she was murdered not as part of a theft but for her mission work, which some may have found ‘inconvenient’. Local police are investigating the case, but there is an urgent need to press for its swift resolution and punishment for the culprits and to protect the lives of volunteers and the poor people that they care for, all the more so at this difficult time for the country.

  1. Is the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy aware of these facts and of the unstable security situation in Nuevo Chimbote, which also affects EU citizens?
  2. Will the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy take action at the highest diplomatic level with regard to the Peruvian authorities to shed light on the case and ensure that mission volunteers are properly protected?
