to the Commission

Rule 138

Massimo Casanova (ID)

Subject: Hydrogen trains in the sustainable and smart mobility strategy

In its Communication on a Sustainable and Smart Mobility Strategy, the Commission highlighted its intention to strengthen its policies in support of rail transport and intermodal transport. In particular, it identified as key milestones for moving towards more sustainable transport modes the doubling of high-speed rail traffic by 2030, a 50% increase in rail freight traffic by 2030 and carbon neutrality of collective travel under 500 km by 2030.

To that end, it is essential that the use of hydrogen trains and the relevant infrastructure be adequately reflected in the Union’s funding policies on both the core and comprehensive networks. Equally, it is important that this should be reflected in the Commission’s ‘CEF2’ work programme for the period 2021-2027, following on from the programming period of the previous seven years.

In the light of the above:

1. Does the Commission intend to permit the financing of hydrogen trains and the relevant infrastructure in the CEF2 work programme?

2. By what means does it intend to support its development in the rail sector, including diversification into blue hydrogen production, on both the core and comprehensive networks?
