Subject: Digital green certificate – mandatory vaccination and privacy
The Commission has proposed the introduction of a digital green certificate, a standard European instrument providing proof that an individual has been vaccinated against COVID-19, has tested negative or has recovered from COVID-19, as a way of making free movement within the EU safer during the COVID-19 pandemic.
However, this proposal would call for the collection of the personal data of EU citizens on a huge scale, and steps must be taken to ensure that particularly sensitive data is used correctly (for example, not for commercial purposes) and that there is no breach of the freedoms constitutionally guaranteed by the Member States.
Moreover, the introduction of such a certificate may be perceived as the first step towards mandatory vaccination.
Can the Commission therefore answer the following questions:
- Can it confirm that the certificate is not a first step towards the introduction of mandatory vaccination?
- Which bodies will manage the personal data collected?
- How will citizens’ privacy be guaranteed, so that their data are not used improperly?
