Subject: Circulation of packaged goods in the EU

Several national policy measures on packaging circularity have been adopted or are being considered by Member States, notably in relation to the transposition of the Single-Use Plastics (SUP) Directive. While actions are needed to improve the sustainability of packaging and to tackle plastic pollution, some of these measures pose risks to the free circulation of packaged goods across the Member States.

  1. Given its role as the guardian of the single market, what is the Commission doing to prevent the fragmentation of the single market in relation to packaged goods and packaging materials resulting from some of these national measures?
  2. With regard to the SUP Directive, what will the Commission do to prevent the recently announced delay in the publication of the Commission’s guidelines on SUP definitions from creating additional legal uncertainty for market operators and further hindering the single market?
