Subject: Approval of the aid measures for goods transport provided for in Article 214 of Italian Government Decree Law 34/2020 (converted into Law 77/2020)

Under Article 214 of the 2020 ‘Recovery Decree’, Italy committed EUR 70 million for 2020 and EUR 80 million per year from 2021 to 2034 to support undertakings which provide rail passenger and freight transport services that are not subject to public service obligations, in order to cover the losses directly caused by the COVID-19 outbreak between 23 February and 31 July 2020. The original cut-off date of 31 July 2020 was subsequently extended to 31 December 2020.

Disbursement of these funds is conditional on the issuance of a declaration of compatibility by the Commission (Article 108(3) TFEU), and so far only aid for passenger transport has been approved.

In view of the above, can the Commission answer the following questions:

What are the reasons for the delays in assessing the rail freight transport support measure?

When is the Commission likely to take a decision on the aid measure for rail freight transport provided for in the Recovery Decree?

Should the Commission decide not to approve this measure, what instruments to support rail freight transport will it approve or promote?
