We’ll have tonight an important informal dinner. It will be the occasion to address the role of the EU on the international stage. Especially after the latest geopolitical developments in Afghanistan, in the Indo-Pacific, and our relations with China.

The European Commission has today disbursed €231 million to Slovenia in pre-financing, equivalent to 13% of the country’s grant allocation under the Recovery and Resilience Facility (RRF). The pre-financing payment will help to kick-start the implementation of the crucial investment and reform measures outlined in Slovenia’s recovery and resilience plan.

26 Jul: Recovery fund: ministers welcome assessment of four more national plans

Economy and finance ministers today welcomed the assessment of national recovery and resilience plans for Croatia, Cyprus, Lithuania and Slovenia. The Council will adopt its implementing decisions on the approval of these plans by written procedure shortly after the informal ministers’ meeting held today.

Following the formal adoption of the decisions, this second batch of member states will be able to use the facility’s funds to foster their economic recovery from the COVID-19 pandemic. How did the Commission assess Slovenia’s recovery and resilience plan?

The Commission is assessing the recovery and resilience plans based on eleven criteria set out in the Regulation itself. The 11 criteria require an assessment of whether:

the measures have a lasting impact;the measures address the challenges identified in the country specific recommendations or a significant subset of it;the milestones and targets which allow for monitoring the progress with the reforms and investments are clear and realistic;the plans meet the 37% climate expenditure target and the 20% digital expenditure target;the plans respect the do no significant harm…

The European Commission has today adopted a positive assessment of Slovenia’s recovery and resilience plan, a key step paving the way for the EU to disburse €1.8 billion in grants and €705 million in loans under the Recovery and Resilience Facility (RRF). This financing will support the implementation of the crucial investment and reform measures outlined in Slovenia’s recovery and resilience plan. It will play a key role in enabling Slovenia to emerge stronger from the COVID-19 pandemic.
