Ursula von der Leyen, President of the European Commission, and her College of Commissioners established six key priorities at the start of their mandate in December 2019. These were the European Green Deal, a Europe fit for the digital age, an economy that works for people, a stronger Europe in the world, promoting the European way of life, and a new push for European democracy. The European Union has a desire to lead by example in the field of climate action. President von der Leyen wants to head international negotiations and inspire other global emitters to increase their environmental commitments. Time is short and the European Commission is adamant that the pandemic will not delay nor prevent progress on its Green Deal.

This EPRS paper analyses progress in attaining the policy agenda set out by Ursula von der Leyen, President of the European Commission, and her College of Commissioners when they took office in December 2019. It looks in particular at the state of play in respect of delivery on the six key priorities asserted at that time and at how they have since been affected by the impact of the coronavirus crisis.
