(Source European Commission) Deadline: 29 July 2022 Summary This initiative is to evaluate the first results of Horizon Europe’s research & innovation actions funded by the EU in 2021-2023.

All aspects of the programme will be evaluated, including:

partnerships missions the European Institute of Technology. This evaluation, required under Regulation 2021/695 (Article 52), will help inform the design of future EU research & innovation investments.

Summary Regulations 1/2003 and 773/2004 set out the procedures for applying EU antitrust rules. These rules target companies abusing their market power and entering into restrictive agreements.

This initiative aims to evaluate the procedures following changes to the economic landscape, e.g. digitisation, since Regulation 1/2003 entered into force.

28 Jun: World Radiocommunication Conference 2023 – EU position

Summary This initiative will evaluate the application of the administrative cooperation framework in the field of value added tax.

The report will focus on the tools introduced in 2018, such as:

28 Jun: State aid – exemptions for small amounts of aid (de minimis aid) (update)

Summary The de minimis aid Regulation allows exemptions from state aid control for small amounts that are deemed to have no impact on competition and trade in the single market. Such amounts do not have to be notified to the Commission by Member States, to be approved.

These rules are set to expire on 31 December 2023. This initiative aims to revise them to update the exempted amounts in light of inflation and improve transparency.

24 Jun: Aviation guidelines – prolongation of operating aid to regional airports (COVID-19 response)

Deadline 21 July 2022 Summary The 2014 Guidelines on State aid to airports and airlines include a transition period (expiring in April 2024), during which operating aid to airports with less than 3 million passengers a year can be allowed (as it can be declared compatible with the single market).

In view of the additional time needed to start recovering from the effects of the COVID-19 crisis, the Commission is proposing a short prolongation of this transition period, without making any other changes to the rules.

23 Jun: Renewable energy – method for calculating the share of renewables in the case of co-processing

Summary

The Renewable Energy Directive promotes the use of biofuels in the EU in order to reduce greenhouse gas emissions from the transport sector.

This initiative (which will take the form of a delegated regulation) aims to establish a methodology to determine the share of biofuel and biogas for transport resulting from biomass being processed with fossil fuels in a common process (co-processing).

23 Jun: Conversion to a Farm Sustainability Data Network (FSDN)

Summary

This initiative will expand the scope of the current network collecting data on EU farms to include data on their environmental and social practices.

With this new data collection, it will be possible to benchmark farm performance and give farmers tailored advice and guidance.

This will improve the sustainability of farmers, including their incomes, in line with the objectives of the common agricultural policy, the Green Deal and its farm to fork and biodiversity strategies.

23 Jun: Smoke-free environments – updated recommendation

Summary

The Council’s 2009 Recommendation on smoke-free environments aims to protect people across the EU from exposure to second-hand smoke.

As announced in Europe’s Beating Cancer Plan, this initiative aims to bring the recommendation into line with market developments and include the use of tobacco and related products in certain outdoor spaces in its scope.

Notably, it aims to extend:

its coverage to emerging products

its scope to additional outdoor spaces (e.g. schools & playgrounds).
