EU funds will remain an important instrument to support the implementation of the Strategy for the Rights of Persons with Disabilities 2021-2030 and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in the EU.

In 2021-27, the Common Provisions Regulation[1] for shared management funds (such as the European Social Fund+ and the European Regional Development Fund) includes so-called ‘enabling conditions’ that Member States need to meet to ensure that the investment environment for EU support is well prepared. Their fulfilment needs to be respected throughout the period. More specifically, a horizontal enabling condition requires that a national framework to ensure implementation of the UNCRPD is in place and also specific arrangements to ensure that the accessibility policy, legislation and standards are properly reflected in the preparation and implementation of the programmes.

The scope of the horizontal enabling conditions will apply to all 8 funds covered by the Common Provisions Regulation. This creates a strong link between these funds and the UNCRPD[2]. There are also thematic conditions requiring national or regional strategic policy frameworks and measures to prevent and combat segregation in all fields, to ensure social inclusion and poverty reduction, and to promote the shift from institutional to community-based care.

Furthermore, the legislative framework contains provisions[3] that the funds should not support actions that contribute to any form of segregation or exclusion, and, when financing infrastructure, should ensure the accessibility for persons with disabilities.
