Answer to Written Question: Legislative proposal for a ‘European police partnership’

In its Conclusions of 24 November 2020 on ‘Internal Security and European Police Partnership’, the Council calls on the Commission to consider consolidating the EU legal framework to further strengthen cross-border law enforcement cooperation. The Commission is working towards the adoption of a legislative proposal for an ‘EU Police Cooperation Code’ in the last quarter of 2021, which will seek to remove existing obstacles and modernise the EU legal framework for intra-EU law enforcement cooperation. The Impact Assessment, underpinned by an external study is currently ongoing. Two workshops with experts from Member States were organised as part of the external study in March 2021 and in May 2021. The contractors of the external study are analysing all the bilateral and multilateral agreements on police cooperation that have been identified and provided to them as part of their research.
