The Commission shares the goal of the European Parliament to dramatically reduce homelessness in the EU. There are, however, challenges in setting specific targets at EU-level, notably the lack of common homelessness indicators or a framework to monitor progress.

With the launch of a European platform on combatting homelessness, the Commission aims to keep this issue visible and high in the political agenda of the EU.

The Platform is envisaged to promote dialogue and allow mutual learning activities and the transfer of good practices, covering, among other topics, developing methods to better measure homelessness. In recent years, the Commission has also supported coordinated research at EU level to continue making progress on the development of a European wide scientifically based methodology to measure homelessness, through the Horizon 2020 programme[1].
